Seems the landlord installed coin operated toilets in their flats.
'I understand in our laundry having to pay for the communal washing machine,' one renter whined. 'But I pay the water bill that goes into my apartment. He [the landlord] said it was a government incentive to save water. But then why does he [the landlord] get to collect the money?'
Sounds like a nifty new way liberals can pry loose change from pissed off people piling up poop profusely.
